Customs & Regulations

Israeli customs (Israel Tax Authority) operate with the Sha'ar Olami system for digital declarations. For most industrial goods, a commercial invoice, packing list, and — for goods under the EU-Israel Association Agreement — a EUR.1 or invoice declaration for preferential tariff treatment are sufficient. Separate registration requirements apply for medical, telecom, and cosmetic products with the Ministry of Health or the Standards Institution of Israel (SII).

Practical Tips

• Request a EUR.1 or issuer’s declaration in time for preferential clearance — this can significantly reduce import duties
• Keep in mind Shabbat (Friday evening through Saturday) and Jewish holidays when processing comes to a halt
• Dual-use goods require export permits from the Netherlands as well as an end-user statement

Cold chain

Flowers must be kept between 2–8°C throughout the entire transport. Any temperature interruption accelerates the aging process and reduces shelf life for the end customer. Aircargo.nl works exclusively with certified cool-chain handlers at Schiphol.

Phytosanitary requirements

A phytosanitary certificate is mandatory for importing plants and cut flowers from countries outside the EU. This certificate is issued by the plant health authority of the exporting country and confirms that the shipment is free from pests.
